The United States Department of the Navy had a tender in place to begin performing work in Sevastopol, Crimea. The Russian Navy would not have been happy about having a U.S. Navy presence in its most important warm water port.
And we are to believe, that after the U.S. lead coup in Kiev, Crimea would not have fallen under American military (and U.S. nuclear weapons) control?

Below are the relevant screenshots of the work that was to be carried out in Sevastopol. I imagine the work would begin once the new junta government in Ukraine, and their U.S. backers, kicked out the Russian Navy Fleet stationed in the city.
The synopsis of the work to be done calls for the design and construction for the renovation of Sevastopol School #5, Ukraine. Allowing U.S. Navy work to be carried out in Crimea is probably a non-starter for the Russian Federation, and is a signal that U.S. military muscle was looking at setting up shop in what s one of Russia’s most important strategic and historic cities.
The paperwork and PDF downloads for companies interested in working on the project in Crimea include quite a lot of paperwork, all in English. Local contractors were probably ruled out from the get go.
